Starting from 2006 in the Tavricheskiy Palace of St. Petersburg - the place where the State Duma of Russia hold sittings in the very beginning of the 20^th century and where the legislative body of the CIS, the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States works now - there exists the Museum of the History of Parliamentarianism in Russia.

The Council of the CIS Interparliamentary Assembly always attached special importance to studying the history of parliamentarianism and democracy in the countries emerged on the territory of the former Soviet Union. On 17 November 2005 under the proposal of the State Duma of the Federal Assembly of the Russian Federation the Council adopted the decision to establish the Museum of the History of Parliamentarianism in Russia and to locate it in the group of buildings of the Tavricheskiy Palace of St. Petersburg.

The Museum acts on the basis of the Regulation. The Museum is aimed at studying, systematization and analysis of factual material on development of parliamentarianism in Russia and other Commonwealth countries, and preservation of common historical heritage for the coming generations.

The work over creation of the Museum has started actually in 2006 when the jubilee festivities dedicated to the centenary of establishment of the State Duma in Russia took place in St. Petersburg. The central event was the ceremonial session of the nowadays State Duma that took place in the Tavricheskiy Palace on 27 April 2006. The exhibition depicting the history of the Russian parliamentarianism timed to this date was exposed in the Ekaterininskiy Hall of the Palace. The unique documents and exhibits from the State Archive of the Russian Federation and the State Museum of Political History of Russia clearly representing the activity of the Russian parliament in 1906-1917 as well as the contemporary stage of the Russian parliamentarianism had been collected.

The work of the Museum is guided by the Tutorial Council headed by the Chairman of the State Duma of the Federal Assembly of the Russian Federation, Boris Gryzlov. A joint scientific-consultative advisory body is established attached to the Museum - a Scientific-Methodical Council that contributes to scientific-research, methodical and enlightening activity of the Museum, strengthening and broadening of liaisons of the Museum with scientific, creative and pedagogic community of the Russian Federation, other CIS countries and far abroad. The Scientific-Methodical Council also takes part in organization and conduction of conferences, seminars and other events on the history y of parliamentarianism in Russia and topical issues of theory and practice of the museum work. It includes the officers from the Federation Council and the States Duma of the Russian Federation, the Secretariat of the IPA CIS Council, academicians and specialists from higher schools, scientific institutions of Russia, archives, and museums. The Chairman of the Scientific-Methodical Council is the Deputy Head of the Expert-Analytical Directorate of the Secretariat of the IPA CIS Council, Doctor of History, Konstantin Pshenko.
